なお、8月2日にプレス等、関係機関に配付したPDFの「＜参考資料＞現行憲章第６条１項の変遷」では、根本原則における記述の初出を1956年版としていましたが、1955年版でしたので、訂正いたします。

「東京2020大会」組織委員会が公式ウェブサイト（下記のURL参照）にNOC／チーム別のメダル獲得順位表を掲載しています。国際オリンピック・アカデミーに加盟し、オリンピズムの理念に則ってオリンピック・ムーブメントを展開する私たち特定非営利活動法人日本オリンピック・アカデミーは、この順位表に関して、IOCとOCOGに注意を促します。

オリンピック憲章は、大会は国家間の競技ではなく、個人またはチーム間の競技であると定めています。
6 Olympic Games
1. The Olympic Games are competitions between athletes in individual or team events and not between countries. They bring together the athletes selected by their respective NOCs, whose entries have been accepted by the IOC. They compete under the technical direction of the IFs concerned.
また、IOCおよびOCOGが「国ごとのランキング」を作成してはならないとしています。
57 Roll of honour
The IOC and the OCOG shall not draw up any global ranking per country. A roll of honour bearing the names of medal winners and those awarded diplomas in each event shall be established by the OCOG and the names of the medal winners shall be featured prominently and be on permanent display in the main stadium.
NOC／チームは、オリンピック・ムーブメントにおいては「国」あるいは「地域」とは異なります。したがって、厳密には、ウェブサイトに掲載された順位表は、憲章に抵触しないとの解釈も可能かもしれません。しかし、NOCの多くが国や地域単位で置かれているため、一般市民には「国・地域ごとのランキング」と同等の印象が与えられます。
日本オリンピック・アカデミーは、より多くの市民にオリンピック・ムーブメントの理念が適切に伝えられる必要があるとの観点から、公式ウェブサイトの順位表の掲載の妥当性についてIOCとOCOGが適切に判断する必要があると考えます。
その理由は以下のとおりです。
- ピエール・ド・クーベルタンが近代オリンピックを復活したときから参加者は国別の参加ではなく個人参加であった。それはスポーツによる国際平和を希求するには、国別対抗競技方式による過度なナショナリズムの高揚と国家間の対立を避けるためであった。
- 現行の「オリンピック憲章」第6条1項および第57条は、このようなクーベルタンのオリンピズムの精神が反映され、現在も根本的な理念として引き継がれてきた重要な条項である
- 上記の条文の変遷（別紙参考資料）は、第二次世界大戦後に，国際情勢や国家の干渉など、各時代の影響を受けながらも，理念が堅持され、継承されてきたことを示している。

◆現行憲章第６条１項の変遷
1955年版で戦後最初の比較的大きな憲章の構造変更が行われ、はじめて「根本原則」の中に、「大会は個人間の競技であり、国家間のものではない」とする記述が置かれた。
その後、1974年までこの記述は「根本原則」に置かれた。1975年の改正で根本原則がより理念的なものへと整理されたことを受け、記述は根本原則の後に続く大会に関する取り決めを記した箇所に位置づけられた。現行憲章においても基本的にこの位置づけは変化していない。

◆現行憲章第57条の変遷
この条文は大会における入賞者名簿の取り扱いを定めたものである。戦前の憲章には、1930年版の例に見られるとおり、「大会は国別競技ではない」とする記述はみられない。
戦後最初の改定版である1949年版では、「オリンピック大会においては国による採点は行わない」とする記述が置かれるようになる。翌1950年版では「国による採点やポイントの付与は行わない」として若干の加筆が行われた。この記述は、その後、踏襲されたが、1990年版までの間に若干の表現の修正はなされている。
1991年には、現行の憲章の表現と同じ「IOCとOCOGは」として主体が明記され、「国毎の世界ランキングを作成してはならない」という記述が現在まで引き継がれている。なおこの箇所の英語版の記述は、not 〜 anyが使用されていることから、「いかなるランキングも作成してはならない」という強い否定であると読み取って良いかもしれない。

In the Olympic Games there is no classification according to points.
A Roll of Honour, in alphabetical order, shall be set up bearing the names of the first six competitors in each event as soon as this classification has been made.

There is no scoring between countries or awarding of points. A Roll of Honour of the names of the first six results in each event shall be given to the I. O. C. by the Organizing Committee.The names of the victors shall be engraved on the walls of the stadium in which the Games were opened and closed.

The Olympic Games are not contests between nations and no scoring by countries is recognized. A roll of honour of the names of the first six competitors in each event shall be compiled by the OCOG and delivered to the IOC.
