2023年 オリンピック憲章の改訂

2023年10月に開催された第141次IOC総会（ムンバイ）でオリンピック憲章の改訂が承認されました。改訂されたのは以下の3点です。日本語訳は公益財団法人日本オリンピック委員会のオリンピック憲章に依拠しています。出典は末尾を参照ください。なお、次年度のJOA Timesに憲章改訂に関する本研究部門の報告を掲載する予定です。
1．オリンピズムの根本原則1
改訂前：
Olympism is a philosophy of life, exalting and combining in a balanced whole the qualities of body, will and mind. Blending sport with culture and education, Olympism seeks to create a way of life based on the joy of effort, the educational value of good example, social responsibility and respect for universal fundamental ethical principles.
オリンピズムは肉体と意志と精神のすべての資質を高め、バランスよく結合させる生き方の哲学である。オリンピズムはスポーツを文化、教育と融合させ、生き方の創造を探求するものである。その生き方は努力する喜び、良い模範であることの教育的価値、社会的な責任、さらに普遍的で根本的な倫理規範の尊重を基盤とする。
改訂後：
Olympism is a philosophy of life, exalting and combining in a balanced whole the qualities of body, will and mind. Blending sport with culture and education, Olympism seeks to create a way of life based on the joy of effort, the educational value of good example, social responsibility and respect for internationally recognised human rights and universal fundamental ethical principles within the remit of the Olympic Movement.
オリンピズムは肉体と意志と精神のすべての資質を高め、バランスよく結合させる生き方の哲学である。オリンピズムはスポーツを文化、教育と融合させ、生き方の創造を探求するものである。その生き方は努力する喜び、良い模範であることの教育的価値と社会的な責任、さらに国際的に認知されている人権、およびオリンピック・ムーブメントの権限の範囲内における普遍的で根本的な倫理規範の尊重を基盤とする。
2．オリンピズムの根本原則4
改訂前：
The practice of sport is a human right. Every individual must have the possibility of practising sport, without discrimination of any kind and in the Olympic spirit, which requires mutual understanding with a spirit of friendship, solidarity and fair play.
スポーツをすることは人権の1 つである。すべての個人はいかなる種類の差別も受けることなく、オリンピック精神に基づき、スポーツをする機会を与えられなければならない。オリンピック精神においては友情、連帯、フェアプレーの精神とともに相互理解が求められる。
改訂後：
The practice of sport is a human right. Every individual must have access to the practice of sport, without discrimination of any kind in respect of internationally recognised human rights within the remit of the Olympic Movement. The Olympic spirit requires mutual understanding with a spirit of friendship, solidarity and fair play.
スポーツをすることは人権の1つである。すべての個人はオリンピック・ムーブメントの権限の範囲内で、 国際的に認知されている人権に関し、いかなる種類の差別も受けることなく、スポーツをすることへのアクセスが保証されなければならない。オリンピック精神は友情、連帯、およびフェアプレーの精神とともに相互理解を求めるものである。
3．40 オリンピック競技大会への参加
改訂前：
To participate in the Olympic Games, a competitor, team official or other team personnel must respect and comply with the Olympic Charter, the World Anti-Doping Code and the Olympic Movement Code on the Prevention of the Manipulation of Competitions, including the conditions of participation established by the IOC, as well as with the rules of the relevant IF as approved by the IOC, and the competitor, team official or other team personnel must be entered by his NOC.
競技者、チーム役員、その他のチームスタッフはオリンピック競技大会に参加するため、IOC の定める参加条件を含む、オリンピック憲章、世界アンチ・ドーピング規程および試合の不正操作防止に関するオリンピック・ムーブメント規程を遵守しなければならず、さらにIOCの承認する関係IF の規則を遵守しなければならない。競技者、チーム役員、その他のチームスタッフは所属NOC により参加登録申請される。
改訂後：

2 All competitors, team officials or other team personnel in the Olympic Games shall enjoy freedom of expression in keeping with the Olympic values and the Fundamental Principles of Olympism, and in accordance with the Guidelines determined by the IOC Executive Board.
2 オリンピック競技大会におけるすべての競技者、チーム役員、その他のチームスタッフは、 オリンピックの価値とオリンピズムの根本原則を踏まえ、IOC 理事会の定めるガイドラインに従い、表現の自由を享受できるものとする。
